The city government of Bertha is a Statutory Type A (population under 1,000). The governing body is a Mayor-Council type. The council meets one time a month on the second Monday of each month at 7 p.m. at the city hall.
The city derives its power from Minnesota rules and statutes which can be viewed on the League of Minnesota Cities website. The city also enforces its own ordinances.

Bertha operates on an annual budget of about $240,000. Industrial plans are approved by the city council.
